
Discharging a Perkins Loan
Death
Any remaining balance on a Federal Perkins Loan or NC State University Institutional Loan will be discharged when a borrower's original or certified copy of
the death certificate is received.
Total and Permanent Disability - Federal Perkins Loan Only
Total and permanent disability is the inability to work and earn money because of an injury or illness that is expected to continue indefinitely or to result
in death. A determination of permanent and total disability must be based on medical evidence certified by a physician (medical doctor or doctor of osteopathy).
Even a 95 percent disability does not qualify the borrower for disability cancellation; the borrower must be considered 100% disabled according to the Federal
Perkins Loan Program definition of disability. Receiving Social Security disability benefits does not automatically qualify a borrower for permanent and total
disability cancellation.
If NC State University determines, based on certification from the borrower's physician, that the borrower is totally and permanently disabled, NC State
University must assign the account to the Department of Education. If the Department of Education makes an initial determination that the borrower is totally
and permanently disabled, the loan will be conditionally discharged for up to three years from the date the borrower became totally and permanently disabled,
as certified by a physician.
