• Establish and Communicate the Need for Organizational Resilience

• Involve Executive Management in the OR Project

• Establish a Planning/ Oversight Committee

• Define Roles and Responsibilities of the RMIS OR Unit

• Lead Sponsors in defining the Program Objectives, Policies, and Critical Success Factors

• Develop Project Plan and Budget

• Define  Project Structure and Management

• Develop Recovery Teams

• Develop and Coordinate Action Plans
