Section G ~ Statement 1
A. Purpose
The purpose of this Statement is to define the functions and responsibilities of the University Payroll Office.
B. General Guidelines/Applicable Policies
The University Payroll Office is responsible for the preparation of all the University's payrolls, for University compliance with all rules and regulations pertaining to and/or resulting from payroll operations, and for benefits accounting. This office, under the direction of the University Controller, carries out the following responsibilities.
ORGANIZATIONAL RESPONSIBILITIES
1. Payroll Processing - This section is responsible for:
a. Making accurate and timely payments to all persons on the University payrolls. This includes the biweekly, monthly, and special payrolls as required.
b. Making accurate and timely payments to nonresident alien recipients of continuing payments for scholarships, fellowships, etc.
c. Processing, recording, and controlling all transactions that affect an employee's pay and/or distribution of pay (i.e. check, or direct deposit).
2. Payroll Deduction Processing - This section is responsible for:
a. Administering and controlling all fringe benefit payroll deductions and verifying that all required reporting procedures and record keeping are followed.
b. Reconciling and paying invoices from insurance companies and various other agencies.
c. Assisting faculty and staff relative to payroll deduction questions raised about the various benefit programs.
3. Reports and Reconciliations - This section is responsible for:
a. Reconciling each payroll (biweekly, monthly, special), using specialized management reports generated by the Payroll, Personnel, Position Control System (PPPC).
b. Making payments as required to the appropriate governmental agencies based on the reports prepared for that agency.
4. Employee Files - This section is responsible for:
a. Maintaining records and preparing all reports required by the University, State, and Federal governmental agencies pertaining to personnel paid through the payroll system. This includes information on social security, federal and state withholding, unemployment insurance, retirement contributions and optional benefit program contributions.
