A. Purpose
As part of the Division of Finance and Business, the Purchasing Department represents the University in the purchase of goods and services at the lowest prices and the best terms and conditions.
B. General Guidelines/Applicable Policies
General Guidelines/Applicable Policies include, but are not limited to, the following:
a. Making all purchase contracts, except rentals or purchases of real property, entered into for the University for all supplies, materials, equipment, and services. These include, but are not restricted to, equipment, supplies, printing, surveys, and consultant services.
b. Assuring that all purchases made are properly authorized and result in proper quality goods or services being delivered to the designated location, at the right time, in the right quantity, and at the best possible cost.
C. Guidance
Guidance for the performance of these functions and responsibilities is provided from several sources. The primary authorities are:
a. North Carolina General Statutes, specifically G.S. 143-48 through G.S. 143-64, and G.S. 58-4.
b. Policy guidance from the State of North Carolina Purchase and Contract Division, Department of Administration.
c. North Carolina State University.
